When the member nations of the European Union created the borderless Single Market in 1993, they intended it to be a customs-free trade zone in which business and enterprise could flourish.
They didn't intend that enterprise of another kind should flourish - cross border crime. But criminal gangs have been quicker than many European businesses to take advantage of the new Single Market. And not just in such high profile areas as drugs trafficking or the smuggling of illegal immigrants, but also in the almost equally lucrative area of high-tech cargo crime.
Peter Conway, Air Cargo World online

This is where TAPA comes into the Game. Started in the United States in 1997 TAPA-EMEA has been active in Europe since May 1999 and now includes most big-name technology shippers.
The market is changing. It's time for the industry to change too. To fight international cargo crime it is necessary that shippers and freight forwarders come together in a cooperative effort. It's the only way to solve the problem - work together.

TAPA EMEA have implemented two key initiatives to start this process:

1. To draw up a set of agreed Freight Security Standards (FSR) to act as a guide to shippers of hi-tech freight on the standards of freight security required by the manufacturers. This is now being implemented across the World.

2. To set up a common pool of information related to criminal activities against TAPA EMEA freight in transit - Incident Information Service (IIS). This information is stored centrally, constantly updated with new incident reports and along with other related information services is freely available to all TAPA EMEA members and relevant Law Enforcement Agencies.
